A passionate and earnest man with a strong sense of justice he senses that theres more to the toxic gas leak caused by a Russian ship collision than meets the eye. However he is ordered to stay out of it by Taizo Misaka a government official. Frustrated by the higherups methods he briefly considers resigning but is instead asked by Hideko Kondos mother to help find her missing daughter prompting him to continue investigating.
