Sergei Alksnis

He is the president of the Zabaykalsky Autonomous Republic within Russia. He is the man who created a clone of Anastasia the fourth daughter of Tsar Nicholas II. He plans to use her to gain control over all of Russia. In an attempt to reclaim Anastasia who had been sheltered in Hakodate by Michizane Arawaki Takumas father he secretly negotiates with the Japanese government using the Northern Territories as leverage. He sends a warship to Hakodate and in cooperation with the SelfDefense Forces manages to take Anastasia back.
